Down the A678
Hardcore Crushing Ltd operates from Moorfield Industrial Estate in Altham — roughly seven miles east of Blackburn town centre, straight down the A678 or two junctions along the M65.
For a Blackburn project that means our plant, our crews and our crushers are not travelling in from Manchester or Salford. Mobilisation is same-day for planned work and two to four hours for emergencies.

Mills, Chimneys
& Party Walls
Blackburn's building stock is the reason most of our work here looks the way it does. The town's Victorian weaving mills, their chimneys and engine houses, and the mid-century industrial units that replaced them all present the same set of problems.
Unknown structural condition. Asbestos in insulation and roof sheeting. Party walls shared with premises that stay open throughout. Tight access on streets never designed for a 36-tonne excavator.
Every Blackburn project starts with a structural appraisal and a written method statement before any machine goes near the building — and finishes with the site cleared, crushed where possible, and handed back development-ready.

in Blackburn
Blackburn with Darwen Borough Council is a unitary authority, so building control, planning and highways all sit with the same body. In practice that makes the process straightforward — provided the paperwork goes in correctly and early.
Most demolition in Blackburn requires a Section 80 notice under the Building Act 1984, served on the council before work begins. The authority then has six weeks to respond with a Section 81 counter-notice setting any conditions.
We handle the notification as part of the job — along with utilities disconnections, party wall notices where an adjoining owner is affected, and the asbestos survey that has to be in place before any strip-out starts. You should not be chasing four separate organisations to get a building down.

Structural appraisal, asbestos R&D survey and a written method statement before anything is committed.

We are not a plant hire firm that also demolishes. Demolition is the business, and it has been since 2003. Our fleet is replaced on a five-year cycle — the newest addition a 36-tonne Hyundai HX360L with 360° radar object detection — because worn plant is slower, dirtier and more dangerous on a constrained urban site. Reclaimed stone goes to our sister company Steptoe's Yard in Accrington rather than to landfill.

Demolition in Blackburn
Do I need permission to demolish a building in Blackburn?
In most cases you need to serve a Section 80 notice on Blackburn with Darwen Borough Council under the Building Act 1984 before demolition starts. The council has six weeks to issue a Section 81 counter-notice setting conditions.
Separately, you may need prior approval or full planning permission — particularly if the building is listed, sits in a conservation area, or the demolition forms part of a wider redevelopment. Blackburn has a significant number of listed mill buildings, so this is worth checking early. We advise on both as part of the survey.
How quickly can you get to a Blackburn site in an emergency?
Two to four hours, day or night, 365 days a year. We are seven miles away in Altham, which is closer than almost any comparable contractor — most of the competition operates out of Salford, Manchester or Preston.
Call 01254 233045 and you will speak to someone who can mobilise plant, not an answering service.
Can you demolish a mill building with asbestos in it?
Yes. Almost every Blackburn mill and mid-century industrial unit we deal with contains asbestos somewhere — commonly in roof sheeting, flue and pipe insulation, and floor tiles.
A refurbishment and demolition survey has to be carried out before any strip-out begins. Removal is then carried out under the Control of Asbestos Regulations 2012, with proper containment, air monitoring and clearance certificates issued on completion. It is managed as part of the demolition programme rather than bolted on.
What happens to the material once the building is down?
As much as possible stays on site or gets reused. Brick and concrete are crushed on site into MOT Type 1 or 6F2 and can go straight back into the ground as fill or piling mat — which cuts both your haulage bill and the number of wagons running through Blackburn.
Reclaimed stone, setts and flags go to our sister company Steptoe's Yard in Accrington rather than to landfill. Steel and other metals are segregated for recycling. On a typical project we divert up to 98% of material from landfill.
Do you work on sites next to occupied buildings?
Regularly. A large share of Blackburn's commercial and mill stock shares party walls or sits tight against premises that stay open throughout. We have delivered work at The Christie Hospital in Manchester — a live, vibration-sensitive hospital site — and on a live highway at Grimsargh for Lancashire County Council.
That work needs a structural appraisal, an agreed demolition sequence, exclusion zones, dust and vibration control, and often façade retention or temporary propping. All of it is set out in the method statement before anyone starts.
How much does demolition cost in Blackburn?
It depends on the structure, the access, what's in the building and what you want left behind — so nobody can quote it honestly from a postcode alone. The main variables are asbestos content, proximity to other buildings, whether material can be crushed and reused on site, and how the ground is to be left.
We carry out a free site survey and give you a fixed written quotation with the scope set out in full. No provisional sums that grow once the machines arrive.
